Submissions were received in early fall 2023 from 99 of 203 PCMs, including 60% of Budget 1, 83% of Budget 2, 56% of Budget 3, 47% of Budget 4, 35% of Budget 5, and 38% of Canadian companies. The trends highlighted in this report are derived only from those companies that responded to the survey.
